Port Lincoln Leisure Centre Project

COMMUNITY OWNED LEISURE CENTRE & INDOOR AQUATIC FACILITY


The Port Lincoln Indoor Aquatic Facility has undergone major refurbishment in 2016/2017 with the facility re-opening its doors to the public on Friday 3 March 2017.

Phase two of the Leisure Centre redevelopment, primarily comprising the expansion of the sports stadium, commenced its planning stage in April 2017 with works now expected to be completed by November 2018.  Council has secured grant funding of $4.4million from the Commonwealth Community Development Grant Funding Program to fully fund these works. 

The expansion works originally included:

  • the construction of an additional two new basketball/indoor stadium courts;
  • three new squash courts;
  • installation of new lift to service the upper level of the stadium;
  • construction of a play courtyard and wet play area for toddlers; and
  • carparking and landscaping.

On 14 September 2017 the Leisure Centre Expansion Project Board endorsed changes to the design - revised schematic design.

The revised design concept of the expansion of the Sports Stadium includes:

  • construction of one new indoor sports show court with space for spectator seating;
  • construction on an outdoor basketball shooting court;
  • construction of three new squash courts with moveable intermediate walls, space for spectator seating and adjacent breakout space;
  • installation of new lift servies to provide access to upper level of stadium and entry;
  • refurbishment of existing stadium facilities including change rooms;
  • construction of a children's play court adjacent the Kiosk; and
  • construction of external works including landscaping and improved parking facilities.

Leisure Centre Stadium Expansion Construction Tenders Released

Construction tender documents have been released to the Select Tenderers for the Leisure Centre Stadium Expansion project with tenders to close on Friday 23 March 2018.

Local Construction Industry Briefing

A local construction industry briefing was held on Wednesday 29 November to brief potential subcontractors and suppliers about the scope of the Leisure Centre Stadium Expansion project and the proposed tender process.

The Public Projects and Participation section of Department of State Development (Office of the Industry Advocate) is assisting Council to incorporate significant Industry Participation Policy (IPP) components into our Select Tender process.  Tenderers will be required to submit regionally focussed Industry Participation Plans with their tenders and their scores against these will constitute 15% of their final tender score. Reporting requirements during construction will ensure the successful tenderer meets their tendered commitments to engage local trades and suppliers. 

A representative from Public Projects and Participation, Clare Venturi, attended the briefing to explain the policy and its benefits to the prospective subcontractors and suppliers. She also explained what information tenderers would require from prospective subcontractors to assist them in preparing their Industry Participation Policy Plans.  Guiding documents and Frequently Asked Questions on the Industry Participation Policy Plan process can be found at http://statedevelopment.sa.gov.au/industrypolicy.

The Department of State Development will assist Council by evaluating the Industry Participation Policy Plan component of the tenders and Council will evaluate all other criteria.

The Select Tender is expected to be released in early February 2018 with a four week tender period.  A list of Select Tenderers’ contact details was issued at the briefing.
