Review of Elector Representation

Section 21(4) of the Local Government Act 1999 requires Council to undertake a comprehensive review of its composition and structure at least once in each relevant period as prescribed by the legislation. 

The City of Port Lincoln completed an "Elector Representation Review" in October 2009 and has concluded its current review on the 19 December 2016.  The Electoral Commission certified that the review undertaken by Council satisfies the requirements of Section 12 of the Local Government Act 1999.

Council has resolved to change its current composition to the following;

  • Principal member of the Council continues to be a Mayor, elected by the community
  • The Council area not be divided into wards (the existing no wards structure retained)
  • The Elected Council will comprise the Mayor and nine (9) Area Councillors who represent the Council area as a whole.

The above composition and structure will come into effect from the next Council elections in November 2018.

Process

The Representation Options Paper was prepared and placed out for public consultation from 21 July 2016 to 2 September 2016.  A report was prepared on the submissions received and was presented to the Councillors at a workshop on Monday 26 September 2016 - First Public Consultation Report.

As an outcome of this review Council proposed the following:

  1. The Principal Member of Council continues to be a Mayor, elected by the community.
  2. The Council area not be divided into wards (i.e. the existing "no ward" structure be retained).
  3. The future elected body of Council comprise nine (9) area councillors who shall represent the whole of the Council area and shall be elected by the community at council-wide elections.

A Representation Review Report was prepared which detailed the review process, the public consultation undertaken and the proposal Council considered should be carried into effect.

Submissions were invited by completing an online survey or a hardcopy of the survey was available at the Council office, Level One, Civic Centre, 60 Tasman Terrace, Port Lincoln and Port Lincoln Library from 10 November 2016 to 9am Thursday 8 December 2016.

Person(s) who made a submission were given the opportunity to appear before a meeting of Council to be heard in support of their submission on Monday 19 December 2016.
