Lincoln Cove Expansion Development Plan Amendment

On 5 June 2017 the City of Port Lincoln endorsed the recommendation of its Strategic Planning & Development Policy Committee and released the Lincoln Cove Expansion Development Plan Amendment Report (the DPA) for statutory consultation.

The Statutory consultation period ran from Thursday 15 June and closed 5pm on Thursday 10 August 2017 with three submissions received from the public and seven from relevant agencies. 

The DPA proposes to rezone approximately 25 hectares of land from the Recreation Zone to Residential Zone (Precinct 5 – Lincoln Cove).  The subject land is bordered by:

  • To the north - Marina Drive
  • To the west - part of Stamford Terrace and the rear of the existing allotments fronting Stamford Terrace as far south as Branch Street
  • To the south - extending approximately 400m along the southern edge of the alignment of Branch Street to the zone interface between the Residential Zone and Recreation Zone
  • To the east - along the zone interface between the Residential Zone and Recreation Zone.

A map of the area proposed to be rezoned is shown in Figure 1 within the DPA document available on Council’s website

The affected land could be developed as part of an expanded Lincoln Cove Marina subject to future land division approval if pursued by the land owner (or others), or as an alternative, may be developed as a discrete residential development not necessarily with water frontage.

The current zone provisions limit the development of this land for housing. The proposed rezoning aims to facilitate future residential development in an efficient and coordinated manner.

The Lincoln Cove Expansion DPA has been prepared by the City of Port Lincoln with funding by Lincoln Lakes Development Company (in accordance with protocols for externally funded DPAs).

Specific changes proposed to the Development Plan are set out in the DPA document with a summary provided below:

  1. Remove the subject land previously described, from the Recreation Zone;
  2. Include the subject land previously described, within the Residential Zone - Precinct 5 Lincoln Cove by amending Zone Map PtL/10, Precinct Map PtL/10 and Policy Area Map PtL/10;
  3. Include appropriate updates to the Desired Character Statement for Precinct 5 Lincoln Cove (Residential Zone) to ensure protection of the Parnkalla Trail and pedestrian/cycle connectivity;
  4. Amend Bushfire Protection Area Maps PtL/3 and PtL/5 to exclude the subject land from the bushfire risk areas.

Public Meeting
A Public Meeting was planned to be held on Tuesday 22 August 2017 commencing 7.30pm at the Civic Centre, Port Lincoln Council Chambers, Level One, 60 Tasman Terrace, Port Lincoln, for anyone who wanted to be heard by the Committee on their written submission.  No request was received and as such the Public Meeting will not proceed and has been cancelled. 

What happens following the public consultation period
Council will consider the submissions and decide whether to proceed with the DPA as publicly exhibited, make amendments to the DPA as a result of submissions or not proceed further with the DPA.

If Council decides in favour of either of the first two options, the DPA is then forwarded to the Minister for Planning seeking his final approval.

All concerned parties and agencies that raised comments will be advised in writing of the decision made by the Council in respect of their submission.

If the Minister approves the DPA, notice is given in the South Australian Government Gazette and the City of Port Lincoln Development Plan is amended accordingly.

All approved DPAs must be reviewed by the State Parliament’s Environment, Resources and Development Committee (ERDC).  The ERDC may request the Minister to consider changes to a DPA as a result of its review.  Notice of any subsequent change is made in the Gazette and the development plan is amended accordingly.
