Federal Black Spot funding secured for key Port Lincoln intersection upgrade

Published 9th January 2026

The City of Port Lincoln has welcomed the Federal Government’s announcement of $453,000 in funding through the Black Spot Program to deliver a single-lane mini-roundabout at the intersection of Verran Terrace and Luke Street, LeBrun Street and St Andrews Terrace, following Council’s application for funding through the program in November 2024.

The funding, provided through the Federal Government’s Black Spot Program and administered by the South Australian Department for Infrastructure and Transport, will support critical safety improvements at a location identified as high risk for vehicle conflicts and crashes.

The intersection was identified by Council as a priority project through its Strategic Directions Plan and included in Council’s Federal Funding Platform developed in January 2025, which was shared with Federal election candidates ahead of the 2025 Federal Election.  To date, three of the ten priority projects identified through the platform have successfully secured funding.

Over the past five years, the Verran Terrace and LeBrun Street intersection has recorded two crashes (in 2022 and 2023) resulting in minor injuries.  Council has long recognised the need for a safer traffic solution at this location and has been advocating strongly on behalf of the community to address the risks associated with the existing crossroad intersection, which has a high number of conflict points.

The proposed works will include construction of a single-lane mini-roundabout, widening of kerb returns, installation of a central island with mountable aprons and splitter islands, as well as upgrades to footpaths, kerb ramps, signage, line marking and lighting to improve safety for all road users, including pedestrians.

Mayor Diana Mislov said, “The funding announcement marks a significant step forward for community safety.  This is very welcoming news for Port Lincoln. Council, together with Member for Flinders, Sam Telfer MP, has consistently advocated for a safer solution at this intersection, and we thank the Federal Government for its investment through the Black Spot Program, as well as the State Government and the Department for Infrastructure and Transport for their support in progressing this important road safety project.  Securing this funding recognises both the safety risk at this location and the importance of proactive investment in regional road infrastructure.”

Council will lead delivery of the project, with funding and detailed budget costings to be included as part of its 2026/2027 Annual Business Plan and Budget, reflecting its ongoing commitment to improving road safety across the city.

Concept design and community consultation will be undertaken prior to construction, providing residents, businesses and road users with the opportunity to provide feedback on the proposed design.  Construction is planned to commence in the second half of 2026, subject to final design and approvals.

This project aligns with Council’s Strategic Directions Plan 2025-2034, which identifies addressing unsafe intersections and reducing the risk of vehicle collisions as a key priority.

The Black Spot Program targets sites with a history of serious crashes or where there is a high risk of incidents occurring.  In 2025-26, the program has allocated funding to 20 projects across South Australia, with almost 60 per cent directed to regional locations, making an important contribution to reducing serious injuries and deaths on South Australian roads.
